The speech will be given before the US Congress which is largely made up of Republicans. Obama is a Democrat.
Netanyahu was invited by House Speaker, John Boehner, who did not inform the White House about the proposed speech.
Israel has however said that the intention is not to offend Obama but to strengthen opposition to a potential nuclear deal with Iran.
“I regret that the invitation to address the special joint session of Congress has been perceived by some to be political or partisan,” Netanyahu wrote in a letter to Senators Dick Durbin of Illinois and Dianne Feinstein of California.
He also added that his “sole intention was to voice Israel's grave concerns" about the nuclear deal with Iran.
However, the event has strained ties between the two countries with many top officials planning to be out of the country during Netanyahu’s visit.
