In the other Group D game, San- Pedro of Cote dl voire were held to a 1-1 draw at home by Hassania Agadir.

Hassania Agadir top the table with seven points, while Paradou are second with four points.

Enyimba occupy third position with three points, while San-Pedro are fourth with two points.

Meanwhile, Rangers of Enugu held their hosts Nouadibou of Mauritania to a 0-0 draw in a Group A encounter at Stade Cheikha Ould Bodiya.

Rangers had lost their opening two games in the group to Al Masry and Pyramids of Egypt.

In the other Group A encounter, Pyramids of Egypt defeated Al Masry 2-1 to go to the top of the group with nine points, while Al Masry are second with six points.

Rangers and Nouadhibou are third and fourth respectively with a point each.

The 78 year-old woman was freed in the early hours of Sunday according to a family source, who pleaded anonymity.

The Public Relations Officer (PPRO) Police Command, Bayelsa, Mr Asmini Butswait also confirmed her release to the News Agency of Nigeria (NAN) in Yenagoa.

The police spokesman said some personnel of the command had been sent to visit the victim, adding that a statement would be issued afterward.

Some armed men had, around 2 a.m on July 19, taken away the septuagenarian from her home in Odoni, Sagbama Local Government Area of Bayelsa.

Her abduction was the second in three years as she had earlier been kidnapped in November 2015 and released after 12 days in captivity.

The former Super Eagles coach had repeatedly made series of appeal for the release of his mother while in captivity until she was finally freed on Sunday.

UEFA, however, conceded it may have to do more.

The environmental impact of Euro 2020 will be much greater due to the unique pan-European staging of the event with UEFA president Aleksander Ceferin saying it will pollute a lot.

Instead of hosting matches in one or two countries, as is normal for major tournaments, UEFA is staging the 60th anniversary tournament in 12 countries across the European continent from Dublin, Ireland to Baku in Azerbaijan.

That format will mean much more travel for fans, officials and players and Ceferin said that while the one-off format meant there was no need for major stadium construction, there was clearly an environmental price to pay.

The Slovenian said UEFA had teamed up with carbon offset specialists South Pole to offset the estimated 405,000 tonnes of carbon produced by supporters and UEFA staff traveling to games in the tournament.

But he added that the soccer body now needed to focus on making a bigger contribution on green issues.

"We probably will have to do more. Not just us officials but the fans will travel a lot. We will pollute a lot because of that. We will think about it, he told a news conference after UEFAs executive committee met in the Slovenian capital."

"We start to think about it now because you cant protect children if there is no environment for them to live in."

UEFA will plant 50,000 trees in each of the 12 host countries for the Euro 2020 tournament which will conclude with the semi-finals and final at Wembley Stadium in London.

The decision to hold a pan-European tournament was taken before Ceferin came to power at UEFA and he said it was unlikely to be repeated.

"Not just because of the environmental reasons but also it is very challenging for us to organise an event like that.

"We have different legislation, we have (a) visa and non-visa system, we have European Union and non-European Union, we have Brexit which we dont know if (the UK) is non-European Union or not," he said.

"It is quite challenging and I don't think we should organise such a big event.

"It is symbolically very nice, pan-European, East, West, North, South, it is the 60th anniversary but to do it every time I would say it is too challenging."

<h1>The police in Bayelsa have confirmed the early Monday abduction of 76-year-old Mrs Beauty Siasia, mother of former Super Eagles striker, Samson Siasia.</h1>

The Police Public Relations Officer in the state, SP Asinim Butswat, confirmed the incident in a statement in Yenagoa on Monday.

This is the second time the septuagenarian has been kidnapped in the last four years, having suffered the same fate in November 2015 and released 12 days later.

The woman was taken away by armed men around 2:00am from her home in the riverine Odoni, Sagbama Local Government Area of the state.

According to Butswat, on 15 July, 2019 at about 0200hours, unknown gunmen who were heavily armed came through the waterways of the River Nun and invaded the residence of one Mrs Beauty Siasia.

The police spokesman said the gunmen whisked her away through the waterways to an unknown destination.

The Commissioner of Police, Bayelsa State Command and the commands Tactical Team have visited the scene of the crime.

The command in collaboration with other security stakeholders have launched manhunt to apprehend the criminals and rescue the victim. Investigation is ongoing, he said.

This is the second time the septuagenarian has been kidnapped in the last four years.

<h1>The Court of Appeal in Abuja on Friday struck out an appeal by the former Chief Justice of Nigeria, Justice Walter Onnoghen, challenging an ex parte order of the Code of Conduct Tribunal (CCT) for his suspension from office pending his trial before the tribunal.</h1>

NAN reports that the CCT on Jan. 23, recommended the suspension of Onnoghen over alleged false assets declaration, an allegation for which he had been convicted.

In a unanimous judgment led by Justice Stephen Adah, the Court of Appeal, however, held that the CCT’s ex parte order breached the ex-CJN’s right to fairing hearing.

The appellate court held that the grounds upon which the CCT anchored the suspension violated the CJN's fundamental rights to fair hearing.

According to the appellate court, the manner in which the order for the suspension was issued was shrouded in secrecy that raised questions.

Justice Adah, in one of the four appeals filed by Onnoghen held that justice must not be shrouded in secrecy as done in the granting of the ex-parte application which suspended Onnoghen.

The Judge faulted the suspension and said that it was wrong for merit of a substantive matter to be taken at the interlocutory stage.

Adah held that from the record of proceedings before the Appeal court, parties have joined issues, and that the Federal Government went behind to take order that affected the interest of the appellant.

"Since the ex-parte order had been spent and cannot serve any useful purpose here at the Appeal court, judgment in the substantive matter had also been delivered by CCT, the appeal is hereby struck out," Justice Adah held.

Adah also struck out another appeal filed by Onnoghen on a bench warrant issued against him by the CCT on the ground that the records of proceedings transmitted to the appeal court did not show that.

According to the Judge, bench warrant was issued but there was no supplementary records before the Appeal court to establish that warrant of arrest was issued against Onnoghen.

"There is nothing in this appeal that requires the attention of the Appeal court, the appeal is hereby struck out," Adah stressed.

Also in the third appeal filed by Onnoghen challenging the jurisdiction decision of CCT to hear a motion alongside with the main trial and deliver judgement same day, Justice Tinuade Akomolafe-Wilson agreed with the Tribunal that such was right with the new law.

According to Akomolafe-Wilson, the new law of the Administration of Criminal Justice Act (ACJA) allows for such action at the Tribunal.

Akomolafe-Wilson said that the position of the law when the jurisdiction of a court is challenged, the issue of jurisdiction must first be determined, adding that Section 306 of the 2015 ACJA, overrides the general principle of law in this situation.

In the fourth appeal by Onnoghen, on the refusal of the CCT to obey Federal High Court, a High Court of the Federal Capital Territory and the National Industrial Court, Justice Peter Ige held that the Tribunal erred in law by disobeying the orders.

According to Ige, judgments, rulings, decisions and orders issued by court of law are sacrosanct and must be obeyed until they are set aside.

"Parties are bound by court orders and the order must not be treated with levity, the tribunal was bound by the order of the three courts.

"What the tribunal ought to have done was to tarry a while and make effort to set aside the courts orders to avoid state of anarchy," Ige said.

According to Ige, the tribunal cannot sit as an appeal court on the decision of the high court's and that the rule of law must be allowed to circulate for peace.

The appellate court however disagrees with Onnoghen on the request for the disqualification of the CCT chairman, and the appeal was subsequently dismissed.

Ige said that the prejudicial statement made by the CCT will not affect the main substantive matter pending before the court.

The News Agency of Nigeria (NAN) reports that the substantive matter was still pending before the Appeal Court even though the four other appeals filed by Onnoghen had already been dismissed by the court.

Onnoghen was suspended by President Buhari in January 2019 and replaced while he faced assets declaration offences.

Court of Appeal dismisses Onnoghen's suit challenging suspension

Chairman of the committee, Brig.-Gen. Buba Marwa (retd), stated this in Lagos when the committee made an advocacy visit to the state’s Ministry of Health.

Marwa commended the state government for recognising that the country was facing drug abuse crisis and urged it to keep the pace with the issue.

He said: “we have a drug abuse crisis. However, we will together solve it.

“It is not beyond redemption and President Muhammadu Buhari has the political will to get to the bottom of things and implement the recommendations that will bring forth solutions.

“PACEDA needs to do its job, which is to find solutions that are sustainable and implementable; we plan to complete our assignment on May 29.

“We have gone very far; this stage of our work will be embellishment of what we have done since December, 2018 facing supply and demand reduction.

“We have met with the heads of agencies and almost all regulators, including NAFDAC, Ministry of Health, Customs, PSN, and had very fruitful exchanges.’’

The chairman said that there was need to re-introduce drug education in schools, starting from the primary level.

He also said that tackling the menace of drug abuse would begin from the community level – the destination of the supply chain of both the drug users and sellers.

“The structure has to begin from the community; there must be drug abuse committees, just like we have in the state.

“Each local government area and community have to have a drug abuse committee in order to tackle the problem,’’ Marwa said.

On his part, Commissioner for Health, Dr Jide Idris, said that drug abuse was a public health issue and a form of mental illness that was not taken seriously in the country.

Idris said that advocacy and education were key to addressing drug abuse.

He, however, said that lack of funding of health and education sector was a major challenge to addressing the issue.

Idris said: “we cannot succeed in enforcement if the people we are trying to address are not educated and have the knowledge of where to go to.

“There are policy issues that need to be addressed in terms of investment in education and health.

“Stakeholders want to enlighten people, but this costs money; disease control cost money.

“There are many things we can do, but when it comes to the people, education is key and this requires money and people.’’

In his remarks, Chairman, Nigeria Medical Association (NMA), Lagos chapter, Dr Oseni Saliu, identified inadequate rehabilitation centres as a challenge to addressing drug abuse.

Saliu called for the need to establish rehabilitation centres at the community level to help curb the menace.

“Apart from the central, for instance, a place like Lagos has five divisions; we can have one centre attached to each division.

“In those divisions we can have sub-units. Those are things we can do.

“We need to let the community know that substance abuse is a disease that can be treated and in that way, the stigma will reduce,’’ he said.

He spoke on Wednesday in Ilorin when the West African Students Union (WASU) presented him with the Pan-African Leadership Award of Excellence as “Icon of Humanitarian Services 2019.”

Attahiru-Madami, who received the plaque from Ibrahim Fatai of Federal University, Lokoja, expressed gratitude to the union for considering him worthy of the award.

He dedicated the award to all stakeholders that participated in the conduct of the 2019 elections in Kwara.

“On behalf of INEC Kwara, I dedicate this award to the electorate in Kwara, political parties, security agencies, the press and all other stakeholders that contributed to the success of the 2019 elections.

“I alone could not do it, my job was to give directives and leadership, so the success of the elections in the state goes to everybody,” the REC added.

Attahiru-Madami said when he assumed duty in July 2018, he told all INEC staff in the state of his vision and goal to conduct the best election in the country that would not only be peaceful, but would be acceptable by all.

“I am very happy and fulfilled at the success of the 2019 general elections in Kwara, it was peaceful, free, fair, credible and accepted by all stakeholders.

“So this award goes to everybody in Kwara, my electoral officers who are my field soldiers and the entire staff of INEC in Kwara.

“Our success in Kwara was due to team work, complete team work, kudos to my EOs, my field soldiers.

“I promise to do more than I have done; this is a challenge to me, to Kwara INEC,” Attahiru-Madami added.

A citation on the REC described him as a paragon of hope for Nigerian students.

It also described him as a philanthropist, icon of diligent service, epitome of hope and caring father to all.

Nnamani made the call in a keynote address titled, Towards a More Credible, Fair and Free Elections in Nigeria, presented at the 3rd Oronto Douglas Memorial Dialogue held in Abuja.

“It is obvious that the Uwais Report represents a high point in the search for an electoral system that will suit Nigeria’s peculiar circumstances.

“The eminent members of that committee proposed many innovations that could restore credibility and fairness to our electoral system. Unfortunately, many of these innovative proposals were not implemented.

Nnamani, who was also former chairman of the Constitution and Electoral Reform Committee, stressed the need for Nigeria to learn from South Africa in the appointment of the chairman of the Independent National Electoral Commission (INEC).

“The independence of the election management body is mostly determined by the mode of appointment.

“In South Africa and some African countries, the process of appointment of electoral management officials is more of competitive recruitment where those appointed will have a sense that they merited the position, not that they are beneficiaries of political patronage.”

He also said that many Nigerians, including respectable civil society leaders considered that fair, free and credible election starts and ends on election day, saying the credibility of polls was more than that.

Nnamani, however, expressed concern over the high cost of conducting elections in the country and issues of election security and violence.

He called for the reduction of financial gains attached to political offices to reduce the desperation manifesting during elections.

“Until we can reduce the financial rewards of occupying political offices through anti-corruption and accountability measures, we should expect desperation from politicians.

“We must deal with violence and other electoral crimes through institutional redesigning,” he stressed, adding that electoral offenders must be punished to serve as deterrents to others.

The News Agency of Nigeria (NAN) reports that Nnamani was represented at the event by Mallam Mohammed Bello.

Also, a former Chairman of Nigerian Electricity Regulatory Commission, NERC, Dr Sam Amadi, called on civil society organizations involved in the monitoring of the 2019 general elections to document their findings in order to assist in the prosecution of cases therefrom.

Amadi who was a Moderator of one of the panel sessions, also called for an end to impunity in the country’s electoral system.

This followed the presentation of a concurrence report by Leader of the Senate, Sen. Ahmad Lawan, at plenary.

One of the major objectives of the bill is to improve funding for the Nigeria Police Force (NPF).

In his remarks, the President of the Senate, Dr Bukola Saraki, said the National Assembly had fulfilled its promise to pass the bill before expiration of the 8th Assembly.

He said, "By passing this bill, we will be creating big strides towards providing and improving security and policing in our country.

"One of the major concerns has always been the issue of funding. We believe that this bill will provide the funding needed for training and recruitment.

"I am confident that by the time we lay the report on the Police Reform Bill, we would have gone a long way in moving the police in the right direction.

"It is our view that once we have these police bills as laws, we will relieve the burden on the military, so that it can focus on its constitutional responsibility," Saraki said.

The Police Trust Fund Bill, has also been passed by the House of Representatives.

It aimed to providing a legal framework for the management and control of the special intervention funds established under the Act for the training of personnel of the NPF.

The trust fund would also be utilised to enhance the skills of the personnel of the Police in order to ensure their efficiency, overall performance, and constant improvement while they performed their duties.

In addition, the trust fund would be used to ensure that the NPF had the necessary operational equipment, instructional materials, police stations and living quarters.

With the passage by the Senate, the bill is ready to be transmitted to President Muhammadu Buhari for assent.
