The former governor had claimed that the Nyesom Wike-led Government set up the panel to find him guilty, adding that he was not given fair hearing.
But in a unanimous judgement, the three justices held that Amaechi denied himself fair hearing by refusing to appear before the panel.
The court also held that Amaechi, who is presently the Minister of Transportation, did not show concrete evidence that the panel was biased.
In his appeal, Amaechi had challenged the decision of the high court in the State that declared that the panel was properly constituted and its findings in line with the law.
Wike set up the Panel of Inquiry in 2015 to investigate the sale of state assets under Amaechi's administration.
